What to Submit?
There is no strict criteria for proposals that are submitted, but emphasis is placed on originality, feasibility and the benefits that the in novation would result for the Public Service and the country. The ideas should be sufficiently developed into a proposal for trial testing when submitted to TEC for funding.
The TEC Panel will consider new and innovative proposals, so long as they are beneficial to the delivery of public services. The innovations do not have to be of a particular nature, eg. not necessarily IT or technologically-related.
Suggestions on policy changes do not require trial testing and should not be submitted to TEC. Drug-related testing, funding for patent filing, prototyping etc. will also not be considered.
Guidelines
1. Innovativeness - The proposal must be innovative. It should be considered new, untried, untested or unique.
2. Relevance to Public Service - The innovation must result in value creation for the public service. It must be relevant and of interest to meeting public interests.
3. Quantum Leap Benefits - The innovation must create new value for the public service or lead to quantum leap improvement in the delivery of public service.
4. Upscalability - The proposal should show potential for upscaling or commercialisation. At the end of a successful trial test, the innovation can be adopted by other departments in the trial public agency, other public agencies or show commercial potential.
5. Need for a Trial Test - The proposal is being submitted for approval of funds for trial testing. The proposal should therefore be adequately developed into a plan describing why a trial is needed and how the trial could be carried out. The trial should be cost-efficient and effective.
Funding Conditions
1. If the proposer is from the private sector, there is a minimum co-funding requirement of 10% of the total trial cost in cash upfront. eg. if the total trial test costs $100K, the proposer would require to co-fund a minimum of $10K cash upon funding approval.
2. Upon successful completion of the trial test, the proposer must buyback the trial equipment at depreciated cost. Depreciation is calculated based on the 5-year straight line method. eg. at the end of a successful 1-year trial, $100K worth of equipment bought at the beginning of the trial would be bought back at $80K.
3. Upon a successful trial test and subsequent commercialisation of the innovation, the proposer has to payback TEC 8% of the net profit before tax attributable to the innovation. This amount is capped at two times the TEC amount or a period of 10 years, whichever is earlier.

What to do Before Applying
Before filling out an application form, it would be useful to organise your application in the following steps:
1. Think of a good idea. Not just one that involves incremental improvements in the Public Service, but an innovation that is fundamentally new.
2. Structure your breakthrough idea in the form of a proposal.
- Consider the benefits and feasibility of the innovation.
- Estimate the costs involved if it were to be trial tested.
- Which Ministry or Statutory Board is the innovation likely to be implemented
3. Please follow the following format for your proposal:
- Include a contents page.
- All text of font size of at least 11.
- At least 1.5 spacing between lines of text.
- Indicate "Confidential" on every page using at header / footer.
